Brazil's current vehicle identification system uses PIV — Placa de Identificação Veicular, based on the Mercosur plate standard.
Under Brazil's current technical specifications, standard PIV plates use a white retroreflective background with a blue upper strip, together with country and security elements including the Mercosur emblem, the Brazilian flag, the name BRASIL, the international identifier BR, security markings, and a traceable QR Code.
For license plate manufacturers, this means the reflective film is not simply a visibility material. It is a critical component of a regulated vehicle identification system where retroreflectivity, color consistency, adhesion, converting performance, and long-term durability must remain tightly controlled.

The Challenge
License plate reflective film has significantly higher technical requirements than ordinary advertising or signage film.
Brazilian PIV specifications require the retroreflective film to remain flexible under different atmospheric conditions and use a pressure-sensitive adhesive capable of supporting the forming and production process of vehicle plates.
The material must also achieve specified retroreflectivity levels and maintain defined white and blue color characteristics. Measurements of retroreflectivity are conducted according to ASTM E-810, while the regulation also references a series of ISO 7591:1982 performance tests covering temperature resistance, adhesion, impact resistance, flexibility, water resistance, washing resistance, and gasoline resistance.
For plate manufacturers working at volume, another major challenge is consistency.
A small difference in adhesive performance, color, film elongation, or reflective brightness can affect downstream production and finished plate quality. This makes stable batch-to-batch manufacturing especially important.

The regulation also requires reflective film manufacturers supplying PIV applications to obtain product homologation from Brazil's Secretaria Nacional de Trânsito — SENATRAN.

Unlike the Indian HSRP system described in the original version of this case study, Brazil does not require every older vehicle to replace its previous plate immediately.
Under the current regulation, the PIV model is required for first registration and in specified replacement situations, including certain plate replacements, changes of municipality or state, and installation of an additional rear plate where required.
This creates continuous demand for compliant license plate materials through new vehicle registrations and replacement plate production.

Brazil officially requires manufacturers of retroreflective films for PIV applications to obtain SENATRAN homologation, and the approval process references the requirements of CONTRAN Resolution 969/2022 and ISO 7591:1982 testing.
If your product already has this approval, the project page can be strengthened considerably by adding the homologation number and supporting certificate.
